Gary Moulton is a partner in Deloitte & Touche LLP's Forensic and Dispute Services practice in Toronto, specializing in investigative and forensic accounting. He advises corporations, public sector and not-for-profit organizations on strategies for preventing, detecting, investigating and recovering from allegations of fraud, bribery, money laundering and conflicts of interest. He is the Chair of the Canadian Institute of Chartered Accountants' Alliance for Excellence in Investigative and Forensic Accounting, which provides leadership to uphold the professional integrity, standards and pre-eminence of Canadian Chartered Accountants specializing in this area through research, education and certification of CAs that meet prescribed education and experience requirements.

Ovila Robichaud
Public Works and Government Services Canada

 

Ovila Robichaud is currently the Director of the Fraud Investigations Directorate at Public Works and Government Services Canada and has been in that position since he left Health Canada as the Departmental Security Officer (DSO) in April 2005. Previously, Mr. Robichaud has held the positions of Executive Director, Safety, Emergency and Security Management Division and of Acting Director General, Assets Management Directorate within the Corporate Services Branch at Health Canada as well as of Deputy Director, Security and Intelligence Secretariat, Security Operations at the Privy Council Office. Mr. Robichaud is a retired member of the Royal Canadian Mounted Police with over 29 years of experience. His last 15 years in the RCMP were spent dealing with white-collar crime and corruption investigations in the Ottawa region. He has extensive investigative experience and previously worked as a recruiting officer and served as an instructor at the RCMP academy. He has lectured to various professional organizations as well as at the Canadian Police College on topics such as fraud awareness, white collar-crime trends and activities, organized crime and income tax evasion. He has been involved in several committees where he has worked in partnership with security officers from other government departments and agencies.

 


Russel W. Zinn
Ogilvy Renault

 

Partner in Ogilvy Renault's Ottawa office, Russel W. Zinn's practice is restricted to management employment and labour law and to the issues that arise out of the employment relationship, including those relating to human rights and privacy issues. He advises and represents employers in both federal and provincial jurisdictions and regularly appears before boards, tribunal and courts representing his clients' interests. He has extensive experience in representing and advising employers on human rights, privacy issues, employment contracts, wrongful dismissal litigation, post-employment restrictions on employment and solicitation, executive agreements, grievance arbitration and adjudication and other employment and labour issues. In addition, he is frequently retained to conduct investigations of complaints arising from the workplace including sexual harassment and discrimination complaints. Mr. Zinn is the author of The Law of Human Rights in Canada: Practice and Procedure, published by Canada Law Book.

 


Brian Lindblom, BA, FSSocDip
Document Examination Consultants Inc.

 

Brian Lindblom has been a Forensic Document Examiner for 23 years, having received his initial training at the RCMP Central Forensic Laboratory. He worked with the RCMP for 7 years and has been in private practice with Document Examination Consultants, Inc. since 1987. He is certified by the American Board of Forensic Document Examiners and has a diploma from the Forensic Science Society in England. Mr. Lindblom is a co-editor and principal contributing author of the Scientific Examination of Questioned Documents, 2nd Edition published by CRC Press. He is a frequent speaker and workshop presenter to his peers, lawyers, human resource officers, investigators and corporate security officers. Mr. Lindblom has examined thousands of documents for both private and public sector clients across Canada, as well as providing advice on document design and security features internationally.

 


Farryl Loney
Treasury Board of Canada Secretariat

 

Farryl Loney currently holds the position of Senior Government Security Policy Analyst within the Treasury Board of Canada Secretariat. Since January 2001, he has provided policy advice and direction to 99 federal government departments and agencies that fall under the authority of the Government Security Policy. He is a specialist in personnel security screening and wrote the newly revised Personnel Security Screening Standard and the Emergency Readiness Standard for the Government of Canada. Other areas of expertise include: physical security, business continuity planning, security in contracting, identification of assets, security risk management, information technology security and investigations of security incidents. Previously, Mr. Loney served as the Chief of Security Investigations and Chief, Personnel Security Screening Programs within the Department of National Defense. In this position he was responsible for the administration of security clearance and reliability screening determinations for all personnel within the Canadian Forces and Department of National Defense.

 


Sergeant Major Tom Chapman
Ontario Provincial Police

Tom Chapman is a Sergeant Major and Coordinator for the Investigations Section (Central Region and General Headquarters) of the Professional Standards Bureau of the Ontario Provincial Police. Sergeant Major Chapman is currently responsible for the coordination and case management of Professional Standards investigations for Central Region and General Headquarters of the OPP encompassing all criminal, internal and public complaint matters. He has over ten years experience in the Professional Standards Bureau, including roles as Review Officer, Complaints Bureau Coordinator and acting Manager of Investigations Sections and Prosecution Section. His 27-year policing career also encompasses areas in general duties, community service and communications. Sergeant Major Chapman is a Co-coordinator of the Professional Standards Investigators Course, developed jointly with the OPP and Calgary Police Service. This is the first Canadian training course designed and delivered to police officers working within the professional standards and internal affairs field. Currently, he is an instructor at Dalhousie University in Community Policing and Human Rights Law courses. He is actively involved in mediation, ADR and conflict management fields and currently a Director with a local alternate dispute resolution association.
