Gunter Rochow is President of Capra International Inc. He delivers Business and International Development Consulting services, focusing on human resources, organization and governance, directed to the private and public sectors, the latter involving central governments, as well as state/provincial and local governments. The services typically relate to policy and program research and development, monitoring and evaluation and special studies, funded by multilateral or bilateral agencies, or directly by interested parties. In the last 15 years, Gunter has personally delivered services in about 20 countries in the Americas, Europe, Africa and Asia. He is fluent in English, French, Spanish and German and understands other languages. In the area of training, he has served on the faculties of Harvard in Egypt 1995 [privatization] and the International Labour Organization [functional analysis, occupational standards and labour adjustment]. He has also led numerous project-related workshops and study tours, including in Colombia, Russia, Barbados and Indonesia. On an ongoing basis, he organizes leadership development workshops, in association with Bluepoint Leadership Development (formerly known as the Tom Peters Company). He is a former federal public servant and has held elected office as a school trustee, in the latter role serving as Chairman of Finance and Administration.

Kay Rogers is currently the Director of Horizontal Policy in the Aboriginal Affairs Directorate at Human Resources and Skills Development Canada. She brings a strong combination of knowledge & practical experience in the public, education, and not-for-profit sectors as a champion of horizontal policy. A creative problem solver who fosters synergy and strategic relationships, she has a proven track record of successfully undertaking major horizontal initiatives in collaboration with other federal departments, provinces and territories, and non-governmental organizations. |
 Ivan Ross Vrána Health Canada

Ivan Ross Vrána is the Acting Director of the Office of Policy Development, Healthy Environments and Consumer Safety Branch at Health Canada. He is currently responsible for managing a dedicated team of processionals, who provide wide ranging policy advice throughout the Branch. Mr. Vrána has worked for the Federal Government for eight years. He has held various positions within Health Canada and has also spent two years at Finance Canada in the Federal/Provincial Social Policy Branch. Prior to joining the Federal Government, Mr. Vrána worked as an independent policy and research consultant and assisted clients such as the Patented Medicine Prices Review Board, Department of Foreign Affairs and Industry Canada.

 Brian Krauel Canadian Air Transport Security Authority (CATSA)

Brian Krauel has been with CATSA since its inception. Brian has participated as a project manager and advisor in the deployment of CATSA's Quarterly Report, Business Intelligence and Balanced Scorecard programs. Brian leads CATSA's Performance Measurement Working Group which is comprised of members from each division of CATSA and has the mandate of developing and reporting on the outcomes and intermediate performance measures that indicate CATSA's achievement of their strategic objectives. A graduate of the University of Quebec's Master's in Project Management program, Brian continues to contribute to the program as a course lecturer.

 Elaine Jackson Department of Justice Canada

Elaine Jackson is Chief Policy Integration and Consultation at the Department of Justice, which she joined in 1986. She has experience in various corporate and policy functions including corporate planning, strategic resourcing, evaluation, intergovernmental relations and now consultation and policy integration. Elaine is an experienced facilitator and presenter, having had opportunities to give presentations on various government policy and consultation-related subjects to other government employees and international government dignitaries. She has facilitated many workshops including three major events using Open Space Technology. She has worked in management positions for most of her career in the federal government and in her current position; she also co-ordinates departmental regional input into departmental policies and provides strategic advice on consultations for the department.

Russell Carr is a Partner in Carr Leiren and Associates Ltd., a consultancy focused on public policy and management. Russell has consulted to the public sector for over 20 years at the national, provincial, regional, and municipal levels. His broad consulting experience extends across economic, social, and environmental policy fields. In recent years, Russell's work has been focused on the role of policy analysis in development of accountability frameworks. Such frameworks are critical to clarifying the roles and responsibilities of different ministries (as well as non-government partners) in the achievement of shared outcomes. Sound policy analysis, Russell believes, is essential to the assurance of accountability and effectiveness in the implementation of horizontal policy initiatives. Prior to entering consulting Russell served with both a line department and a central agency of the government of Alberta. Russell holds an honours B.A. from McMaster University (History and Politics), a Masters degree from Carleton University (Political Science), and a Masters degree from Queen's University (Public Administration). |
