Ian Cullwick, CMC, CCP, CHRP is a Partner in the Ottawa office of Deloitte Consulting and is the National Practice Leader for the firm's Human Capital consulting business. His recent consulting assignments have focused on the design and implementation of organization-wide human resources strategies, performance measurement systems, total compensation strategies, and organization design initiatives. Ian's consulting practice has focused extensively on the financial, crown, para-public and public sectors. Ian is a frequent speaker at industry and functional conferences, and is the author of a number of research studies, articles and publications including Growth Companies and W inning Management Teams, The State of Human Resources Function in Canada, Strategic Performance Management - Communicating Strategy to the Front Lines and e-HR - A Strategic HR Enabler.

Keith Davis, CA is a Senior Manager in the Ottawa office of the Deloitte Enterprise Risk Services practice. Keith works almost exclusively with federal government departments, agencies and Crown corporations and leads our Ottawa-based internal audit services group. Keith brings over 12 years of professional services experience, and focuses on assisting clients with risk management, internal audit services, finance transformation and performance management. Keith's recent assignments have revolved around assisting departments and Crown corporations with improving transparency and accountability through the provision of internal audit services and CEO/CFO certification services. Keith has authored published research studies and articles in recent years on both performance management and CEO/CFO certification, including Communicating Strategy to the Front Lines: The Need for an Integrated Process-Driven Performance Management Framework, and Crown Corporation Certification: Seize the Opportunity.

 


Grant Abrams
Deloitte

 

Grant Abrams is a Senior Manager in the Ottawa office of Deloitte's consulting practice, specializing in Finance and Integrated Performance Management, including planning, budgeting, performance measurement, reporting, costing, operations reviews, and decision support. Grant has a Bachelor of Commerce degree from McGill University with concentrations in Finance and Accounting and is a Chartered Accountant. Grant has significant experience consulting to organizations in both the public and private sectors. Over the past ten years, he has consulted to over 20 federal government departments, agencies, and crown corporations as well as provincial and municipal government organizations. Grant has been instrumental in developing Deloitte's Integrated Performance Management methodology and in developing Deloitte's Public Sector CFO Management Framework, helping to define the role of a public sector CFO.

 


Hervé Déry
Public Works and Government Services Canada

 

Mr. Déry is the Director, Strategic Planning and Management, at Public Works and Government Services Canada. He is responsible for a wide range of strategic activities which include the development, implementation and monitoring of key management frameworks, internal strategic planning activities, and the conduct of analysis and review exercises to advance the Department's strategic vision, corporate efficiency and best practices.

Mr. Déry joined PWGSC from Health Canada, where he has been Acting Director of the Office of Sustainable Development and Acting Director General, Business Planning and Management Directorate. His substantive position was with the First Nations and Inuit Health Branch of Health Canada where, as the Director of Business Planning and Reporting, he was responsible for business planning, performance management, contribution audit, program evaluation and reporting, risk management, facilities management, and the Branch's sustainable development strategy. Previous to joining Health Canada, he held various and progressively more responsible positions with HRSD, Industry Canada, Communication Canada, and other government departments.

 


Brad Brohman
Canada Student Loans Program

 

Brad is presently the Director of Accountability and Performance Management with the Canada Student Loans Program (CSLP). He is committed to working with the CSLP to help it become a performance based organization committed to excellence in delivering student loans and grants while maintaining the integrity of its multi-billion dollar loan portfolio.

Prior to working with the federal government, Brad worked in a variety of challenging positions within the government of the province of British Columbia. Whether working as a policy and legal advisor in the Premier's office, coordinating the development of Cabinet's strategic plan for the province or designing a new governance framework for the Crown corporation sector, Brad has been committed to bringing a business-like approach to the delivery of government services.

Before coming to work in the public sector, Brad was the B.C. Provincial Director of the Terry Fox Run Foundation, was involved in sports marketing and ran his own sports agency. Brad is a graduate of the University of Victoria and Queen's University Law School, the father of five adopted children and though at one time he was an international level runner, he admits that he now finds it hard to keep up with his kids!

 


Darlene Kenny
Office of the Secretary to the Governor General

 

Darlene Kenny is currently Chief, Business Planning and Financial Operations at the Office of the Secretary to the Governor General. In this capacity she is responsible for a wide range of functions including accounting operations, financial planning and reporting, financial policy and systems, business planning, strategic planning, performance measurement, program evaluation and modern management.

Darlene has 22 years experience in the Federal Public Service and has a varied background which includes finance, policy and planning, facilities and real property management, human resources management, policy research and development, training and development and project management. Darlene has extensive experience in both operational and corporate service environments at both headquarters and regional office levels.

 


Raymond Pineda
Deloitte

 

With over twenty-three years of consulting experience, Ray specializes in Strategic Systems Planning and Software Selection for various industry sectors. He has been responsible for large ERP implementation engagements and has served as a business advisor to manufacturing, consumer business, and real estate clients. Ray's current focus is Corporate Performance Management (Planning, Budgeting, Forecasting, Consolidations, Scorecarding, Reporting and Analytics) using Cognos as the technology enabler. Ray is the Consulting Partner responsible for the Firm's Global Alliance with Cognos.

 


Keith Adam, CA
Canada Deposit Insurance Corporation

Keith Adam, CA is the Director, Corporate Strategy & Reporting for the Canada Deposit Insurance Corporation (CDIC). Mr.Adam's responsibilities include strategic planning and reporting, special projects, large project management, and corporate performance management. He has worked for CDIC for 18 years, the past eight years of which he has worked on the evolution of CDIC's strategic management processes, including incorporation of a performance management scorecard based on the Balanced Scorecard approach. Mr. Adam is closely involved in the integration of the Corporation's enterprise risk management work into the overall strategic management and reporting processes. Mr. Adam has also assisted deposit insurers and central banks in a number of other countries around the globe in these areas. Mr. Adam obtained his designation as a chartered accountant after attending the University of Ottawa and while working for Price Waterhouse (now PriceWaterhouseCoopers). He has also worked for six years with the Office of the Auditor General of Canada.
